When you format HDDs through the PS4 and use them as extended storage the PS4 creates a unique partition layout on the drive and encrypts it like the internal HDD. You cannot easily open these partitions on your computer because only the PlayStation can de/encrypt them (you could dump decryption keys but you cannot re-encrypt the HDD afterwards and so the PS4 wouldn't recognize it). It uses the external HDD as extended storage for the internal one. So you can't just simply throw in PKG files onto it and be done. You have to install the games like you would do normally.

So you need a second HDD just for the PKG installer files that has to be formatted with exFAT filesystem from a normal PC (NOT AS EXTENDED STORAGE FROM THE PS4!!!). There you put all your PKG files into the root of the HDD, connec the HDD to your PS4 and install the PKG files via the package installer in the debug settings.
