Which CUSA and which version? Running exploit playload before starting games? Disabled access to PSN?

Running retail disc on exploited PS4? KEK
The version on your retail disk clearly either needs a higher FW version because the game version requires it or triggers PSN which needs a higher FW version.
Download the FPKG of CoD WW II if you want to play it on exploited PS4 console. For your retail stuff get a second console.

It is possible if you get a updated disc. It might have an update integrated that requires FW above version 5.05.
Look at this for example: https://ps4database.io/view/CUSA08630_00/NP
Update 1.13 already needs FW 5.50.
It is however most likely so that your "retail" PKG is calling PSN and for PSN to work you always need the latest firmware. That is case two I mentioned before. So well, I'm not quite sure what's up with retail games on exploited consoles without PSN.
I would say you still need the FPKG version and not the retail ones if you have a) no PSN due to exploit and b) are using exploit to play games.

I have some games on hard drive fpkg that I run exploit to play
and some games I just play from disc
the version of cod ww2 I have is a release day copy
ive work out that all copies of the game had to do a game update on release day before it was playable not a fw update
I think the fpkg that's is out had that update installed before it was backed up
