Can i activate another ps4 as primary without deactivating a offline ps4?

Would it be possible to keep a activated PS4 with all it's games and licenses offline and "activated" while I online deactivate it and activate another PS4 as my primary?
Wouldn't the first PS4 stay activated til' it connects to the internet?

Wondering because I sent away a PS4 to my brothers in another country. That PS4 has a lot of legit games and is activated as my primary PS4 so it keeps all the licenses there and all the games can be played offline, even the PSN digital download ones. I have another PS4 that I can login into and make that my new primary PS4 so that it downloads all the licenses and games+DLCs.

If I activate that one, it should deactivate the first one that I sent to my brothers, but since they wont ever go online, that PS4 shouldn't notice that it's deactivated right? So the end result would be that they can continue to play those games and I can use my account fully again right?

Really wanna make sure I don't screw up anywhere before I do something.

When both the systems were online at same time it will logout the second system automatically. Once its logout you can login again, there won't be any problem. Me and my friend used to buy games(shared with both of our money) in same psn account and will play, we didn't face any issues except when we both are online at same time. Sorry for my wrong English.
