Uncharted 4 (CUSA00917) dev/debug menu patch fpkg

This makes it so that you don't have to load cheat files each time you want to use the debug menu in uncharted 4 (CUSA00917). I modded the CUSA00918 cheat package posted by Vicodin10 over on nextgenupdate by following the guide @Modded_Warfare had made on how to pair patches for the same game but different CUSA-id's. Just install it like you would with any other game/update pkg through package installer.
