A retail PKG is quite simply what you get when you buy games and use discs. These are legit normal games and retails PKGs are encrypted by Sony. You cannot decrypt them to play on jailbroken PS4s because no one knows the decryption passphrase for the PKG.
FPKG is what you use on jailbroken PS4 consoles. These are decrypted and generated by people who dumped games on their jailbroken game with the dumper payload. FPKGs only work on jailbroken PS4s while normal PKGs only work on normal PS4 when you own the game or a PSN license for the game.
TL;DR: Don't touch retail PKGs. Use FPKG only.
