I downloaded a game called Brawlhalla from a site. I able to install in on my ps4 console and play it as normal. but I can't unlock all the characters in the game. I do find out that the zip files that I downloaded from that site also include PS4 backup.URL file. And I think this file is the saved file. so how can I upload it to my ps4?

A .url file is just a link to a site. Open it with your browser. I'm sure it will open the site where you downloaded the game from... So no use for what you are asking for.
