I'd say it's true, it's only running Stadia via Android, loads of people have been using Android on their Switch for ages, and Stadia works fine on it, but it is a paid subscription service, which he fails to mention.
With Nvidia you can just stream your entire PC on your Switch. Thus if your PC can handle Cyberpunk you can play it on Switch. But you have to stay within range of your internet connection.
