Are you 100% sure you have the latest Al Azif DNS exploit page cached?
I just booted up my PS4 to check and I have the autoload entries in the drop down menu. My PS4 is offline and has the Al Azif DNS exploit page cached.

I use the Al Azif DNS in my Internet settings in the PlayStation 4. I cached it and disabled the Internet connection after that.

No, there is no way to do that properly on PC. If you cache it on PC you have no way to bring that cache to the PS4. Sadly Al-Azif no longer seems to update the Github Repository of his exploit page
